The improvement in China’s overall agricultural productivity, the stable increase in grain yield and the steady rise in rural incomes have laid a foundation for the fast yet steady economic development and social stability.

4. 我國已進入必須更多地依靠科技進步和創(chuàng)新推動經(jīng)濟社會發(fā)展的歷史階段，因此我們要把加快科技發(fā)展放在更加突出的戰(zhàn)略地位。

5. 我們要繼續(xù)解決部分城市房地產(chǎn)投資規(guī)模過大和房價上漲過快的問題。我們要著力調(diào)整住房供應(yīng)結(jié)構(gòu)，嚴(yán)格控制高檔房地產(chǎn)開發(fā)，重點發(fā)展普通商品房和經(jīng)濟適用房。

We will continue our efforts to restrict excessive real estate investment and to lower overheated housing prices in some cities. We need to direct our efforts to adjust the housing structure on the market by strictly controlling new high-end projects and concentrating on building medium-priced commercial housing and affordable housing.

6. 建設(shè)社會主義新農(nóng)村，首先要發(fā)展現(xiàn)代農(nóng)業(yè)，促進糧食生產(chǎn)穩(wěn)定發(fā)展和農(nóng)民持續(xù)增收，穩(wěn)定、完善和強化對農(nóng)業(yè)的扶持政策。

The first priority in developing a new socialist countryside is to develop modern agriculture and promote the steady growth of grain production and the sustained increase in farmers’ incomes. We will maintain, improve and strengthen policies supporting agriculture.

7. 今年全國將徹底取消農(nóng)業(yè)稅這個在中國實行了長達2600年的古老稅種，這是具有劃時代意義的重大變革。

This year, we will completely rescind the agricultural tax throughout the country, a tax that has been collected for 2,600 years in China. This is a change of epoch-making significance.

China has attained an average annual growth rate of 9.7% for its national economy since the introduction of the reform and opening-up policy. China has evolved into an enormous market with global attraction.

9. 在社會主義市場經(jīng)濟中，公有制經(jīng)濟和非公有制經(jīng)濟，國有經(jīng)濟和非國有經(jīng)濟，都有自己的用武之地，可以大顯身手。

In the socialist market economy, the advantages of public and non-public sectors, state-owned and non-state-owned sectors will all be given full play.
