Read the following passages

The revised Environmental Protection Law that takes effect on Thursday imposes more 

severe fines and even comes with the possibility of criminal charges against polluters.

Under the revised law, polluters will pay daily fines for violations, with no limit. Also, 

environmental impact assessment agencies will be held jointly liable with the polluters 

if the reports they provide have been fabricated.

In addition to the severe penalties on polluters and other companies involved, the 

ministry will strengthen cooperation with judicial departments to manage pollution 

cases.

Answer for reference

Recently, the issue of smog has aroused many public concerns as it has brought sever 

consequences and some people are even dying because of if. There are many reasons

 that contribute to all kinds of pollution like smog, and the major one to blame is, 

obviously, exhaust gas. The exhaust gas discharged from factories as well as private 

cars has caused serious air pollution that threats people’s health and will lead to 

various diseases. Except from air pollution, other kind of pollution like water pollution 

and light pollution are also caused by diverse human activities.

I have suffered from smog several times. When I was in Shanghai seven years ago, the 

sky was always blue and when it turned to night, the sky was quite starry and was 

fascinating. Nevertheless, we can seldom see blue sky in Shanghai, especially in recent 

years. Because of smog, the air is so dirty that we cannot even go outside without a 

mask and it is really a terrifying experience to see everybody wearing a mask on the 

street and I’m really concerned one day that we cannot take our mask off anymore.

I will strongly propose the action that our government has done because it is the high 

time that we were going to stop the pollution and it must be done quickly. Making the 

law more strict and stronger is very wise of our government because it has been proved 

that the law we have today is not effective at all since pollution is getting more vicious. 

In doing so, factories will get the message that they can no longer discharge exhaust 

gas as much as they want and the public will come to aware that it is everybody’s 

responsibility to stop the pollution and even to stop drive for one day will make an 

enormous difference.

Tourism helps people to develop a variety of skills. As a service sector with cross-cutting impaction agriculture, construction or handicrafts, tourism creates millions

 of jobs and business opportunities. Its capacity to lift people from poverty, promote 

genderempowerment and help protect the environment has made it a vital tool for 

achievingpositive change in communities across the world.

旅游幫助人們獲得多種多樣的技能。旅游作為服務業，對農業、建筑業或手工業產生貫穿各領域的影響；并能創造數百萬職位和商業機會。旅游業能夠幫助人們擺脫貧窮，促進有關方面增強婦女權能，并幫助保護環境，從而成為世界各社區實現積極變革的重要工具。

Harnessing tourism’s benefits will be critical to achieving the sustainable development 

goals and implementing the post-2015 development agenda.

利用旅游業的巨大惠益對于實現可持續發展目標和執行2015年后發展議程至關重要。

On World Tourism Day, I encourage the international tourism community to commit to 

sustainable policies and ensure that host communities worldwide share in the benefits 

generated by tourism.

很高興在春和日麗的季節，和來自52個國家的朋友們會聚在中國美麗的海南島，一起出席博鰲亞洲論壇年會。在此，我代表中國政府，對年會的召開表示熱烈的祝賀！對遠道而來的嘉賓表示誠摯的歡迎！

In the lovely spring, I am delighted to meet with friends from 52 countries and regions

 at the Boao Forum for Asia Annual Conference 2014 in the beautiful island of Hainan.

 On behalf of the Chinese government, I wish to extend warm congratulations on the 

opening of the annual conference and a hearty welcome to all forum participants.

國際格局面臨新的調整，影響全球與地區局勢的不確定不穩定因素增多，熱點問題此起彼伏，多極化進程在曲折中發展。世界經濟深度調整，發達經濟體有好轉趨勢，新興經濟體又遇到新的挑戰，全球復蘇進程緩慢艱難，增長動力依然不足，實現經濟強勁、可持續、平衡增長任重道遠。

The international architecture faces new adjustment. Uncertainties and destabilizing 

factors affecting the global and regional environment are increasing. Hotspot issues 

emerge from time to time. The world is moving towards multi-polarity amidst twists 

and turns. The global economy is in profound adjustment. Developed economies 

have seen new changes, while emerging economies have encountered new challenges. 

The global recovery has been a slow and difficult process and growth remains lackluster.

 To achieve strong, sustainable and balanced growth is still a daunting challenge facing 

all of us.

而亞洲各國既面臨老問題，也有不少新煩惱。解決亞洲的問題，歸根結底，還是要靠發展。發展改變世界，發展創造未來。發展仍然是亞洲國家的第一要務。

And Asian countries have to address both old problems and new ones. Ultimately, the 

key to solving Asia's problems lies in development. It is development that will change 

the world and shape the future. Development therefore remains the top priority of 

Asian countries.

新形勢下，亞洲保持發展勢頭需要源頭活水，最重要的是發掘新的動力。本屆年會以“亞洲的新未來：尋找和釋放新的發展動力”為主題，很有現實針對性，這對亞洲乃至全球都具有深遠意義。

To sustain its development momentum under the new conditions, Asia needs to find a 

dynamic source of development to re-energize itself. The theme of the annual 

conference: "Asia's New Future: Identifying New Growth Drivers" cannot be more

 relevant and is crucial to Asia and the world.
