Given the encouraging economic growth and active non-state investment, this year we will again appropriately reduce the deficit and the issuance of long-term treasury bonds for development.
2.中國(guó)將鼓勵(lì)企業(yè)“走出去”，努力把西部大開發(fā)、振興東北老工業(yè)基地等發(fā)展戰(zhàn)略同加強(qiáng)國(guó)際經(jīng)濟(jì)合作結(jié)合起來(lái)。
China will encourage its enterprises to ‘go global’, and will make more efforts to combine its strategic policies such as Western Development Drive and Rejuvenation of Old Industrial Base in Northeastern China with strengthening global economic cooperation.
3.我國(guó)農(nóng)業(yè)綜合生產(chǎn)能力加強(qiáng)、糧食穩(wěn)定增產(chǎn)及農(nóng)民持續(xù)增收為經(jīng)濟(jì)平穩(wěn)較快發(fā)展和社會(huì)穩(wěn)定奠定了基礎(chǔ)。
The improvement in China’s overall agricultural productivity, the stable increase in grain yield and the steady rise in rural incomes have laid a foundation for the fast yet steady economic development and social stability.
4.我國(guó)已進(jìn)入必須更多地依靠科技進(jìn)步和創(chuàng)新推動(dòng)經(jīng)濟(jì)社會(huì)發(fā)展的歷史階段，因此我們要把加快科技發(fā)展放在更加突出的戰(zhàn)略地位。
China has entered a historical stage where it must increase its reliance on scientific and technological advances and innovation to drive social and economic development. Therefore, we must attach more strategic significance to accelerating scientific and technological development.
5.我們要繼續(xù)解決部分城市房地產(chǎn)投資規(guī)模過(guò)大和房?jī)r(jià)上漲過(guò)快的問(wèn)題。我們要著力調(diào)整住房供應(yīng)結(jié)構(gòu)，嚴(yán)格控制高檔房地產(chǎn)開發(fā)，重點(diǎn)發(fā)展普通商品房和經(jīng)濟(jì)適用房。
We will continue our efforts to restrict excessive real estate investment and to lower overheated housing prices in some cities. We need to direct our efforts to adjust the housing structure on the market by strictly controlling new high-end projects and concentrating on building medium-priced commercial housing and affordable housing.
6.建設(shè)社會(huì)主義新農(nóng)村，首先要發(fā)展現(xiàn)代農(nóng)業(yè)，促進(jìn)糧食生產(chǎn)穩(wěn)定發(fā)展和農(nóng)民持續(xù)增收，穩(wěn)定、完善和強(qiáng)化對(duì)農(nóng)業(yè)的扶持政策。
The first priority in developing a new socialist countryside is to develop modern agriculture and promote the steady growth of grain production and the sustained increase in farmers’ incomes. We will maintain, improve and strengthen policies supporting agriculture.
7.今年全國(guó)將徹底取消農(nóng)業(yè)稅這個(gè)在中國(guó)實(shí)行了長(zhǎng)達(dá)2600年的古老稅種，這是具有劃時(shí)代意義的重大變革。
This year, we will completely rescind the agricultural tax throughout the country, a tax that has been collected for 2,600 years in China. This is a change of epoch-making significance.
8.中國(guó)改革開放以來(lái)，國(guó)民經(jīng)濟(jì)年均增長(zhǎng)速度達(dá)到9.7%。中國(guó)已經(jīng)發(fā)展成為一個(gè)全球極富吸引力的大市場(chǎng)。
China has attained an average annual growth rate of 9.7% for its national economy since the introduction of the reform and opening-up policy. China has evolved into an enormous market with global attraction.
9.在社會(huì)主義市場(chǎng)經(jīng)濟(jì)中，公有制經(jīng)濟(jì)和非公有制經(jīng)濟(jì)，國(guó)有經(jīng)濟(jì)和非國(guó)有經(jīng)濟(jì)，都有自己的用武之地，可以大顯身手。
In the socialist market economy, the advantages of public and non-public sectors, state-owned and non-state-owned sectors will all be given full play.
10.西部大開發(fā)一定能成為溝通世界各國(guó)和地區(qū)的企業(yè)家與中國(guó)市場(chǎng)的一座橋梁，促進(jìn)中國(guó)和世界經(jīng)濟(jì)共同發(fā)展、共同繁榮。
The development of the western regions will surely serve as a bridge connecting businesspeople all over the world to the Chinese market. It will also promote the common economic development and prosperity of China and the world at large.
